El Sobrante Landfill is a Class 3 regional disposal facility permitted to accept up to 10,000 tons per day, seven days per week. It employs approximately 40 full-time employees. Landfill operations are overseen by the California Integrated Waste Management Board, and the Riverside County Department of Environmental Health.
NOTICE OF A PUBLIC MEETING FOR EL SOBRANTE LANDFILL SOLID WASTE FACILITY PERMIT REVISION RECEIVED BY RIVERSIDE COUNTY DEPARTMENT OF ENVIRONMENTAL HEALTH, AS THE LOCAL SOLID WASTE MANAGEMENT ENFORCEMENT AGENCY (LEA)


PROJECT DESCRIPTION: USA Waste Services of California, Inc. has submitted an application to revise the Solid Waste Facility Permit (SWFP) for El Sobrante Landfill (facility number 33-AA-0217) to:
  • Extend the number of hours waste can be accepted by four (4) hours to include the hours of 12:00 Midnight to 4:00 AM, thereby allowing acceptance of waste material over a continuous 24-hour period; and
  • Change the maximum tonnage limit of 10,000 tons per day (tpd), seven days per week, to a weekly tonnage limit of 70,000 tons per week (tpw). No increase in the permitted vehicle trips and the amount of waste allowed on a weekly basis is proposed; and
  • Update the overall site disposal capacity to reflect 196.11 million cubic yards, as specified in the Second Agreement and in certified EIR.

LOCAL ENFORCEMENT AGENCY (LEA) DETERMINATION: Riverside County Department of Environmental Health as the LEA for the California Integrated Waste Management Board is reviewing an application for a permit revision for the above changes to the Solid Waste Facility Permit. The LEA is in the process of making a determination on the application for the revised permit.

DOCUMENT AVAILABILITY: The application for the Solid Waste Facility Permit revision and other applicable documents are available for public inspection at the Riverside County Department of Environmental Health Office located at 4080 Lemon St., 9th floor, Riverside, CA.
