El Sobrante Landfill is a Class 3 regional disposal facility permitted to accept up to 10,000 tons per day, seven days per week. It employs approximately 40 full-time employees. Landfill operations are overseen by the California Integrated Waste Management Board, and the Riverside County Department of Environmental Health.

Last year, we announced that we would seek a permit modification to modernize our operations at the El Sobrante Landfill. The changes to our permit will help us operate the landfill more efficiently and reduce traffic impact locally.

Before we submit our permit modification plans to the State, the project’s impact on the local environment needs to be reviewed. The Riverside County Waste Management Department (RCWMD), acting on behalf of the County of Riverside as the lead agency, is responsible for preparing the environmental studies. In order to fully address any potential environmental impacts from the permit revision, the RCWMD determined that a Supplemental Environmental Impact Report, or Supplemental EIR, must be completed.

Beginning of 2008, RCWMD selected a neutral, third party environmental consultant to work on the technical studies for the Supplemental EIR. A draft of the document is now ready for public review and available on the following websites: www.rivcowm.org and our website at www.keepinginlandempireclean.com/dseir.html.

We hope you will read and comment on the draft document during the comment period – December 22,2008 to February 4,2009. Your input is critical and will become part of the project’s public record. The public record is critical to the County Board of Supervisors, who must consider all public input before approving the environmental analysis for the project.

Your comments will also help us make our project better. Our experience shows that community input results in better projects for our neighbors, our customers and the community.

After the holidays, we will hold a series of presentations to community groups, including the Temescal Valley Municipal Advisory Council (TMAC), local homeowner’s associations and various local groups. A Fact Sheet with details about the project is included with this letter.
